Introduction

Noise-induced hearing loss remains one of the most common occupational health issues in industrial and high-noise work environments. Unlike many injuries, hearing loss develops gradually and is often irreversible. Without a structured hearing conservation programme, organisations face increased health risks to employees, regulatory non-compliance, and long-term productivity loss. The Hearing Conservation Administrator (HCA) Training Programme is designed to equip designated personnel with the knowledge and administrative capability to plan, implement, monitor, and sustain an effective hearing conservation programme at the workplace.
